Most readers start with ACOTAR. It's shorter, faster-paced, and the romance is front and center. Throne of Glass is a bigger commitment at 8 books, but has richer worldbuilding overall.

Yes. House of Flame and Shadow ties the worlds together. You should read both ACOTAR and Crescent City before that third book to avoid spoilers.
